During discussions it was noted that the Bill (Reg. No. 0035) proposes ratification of the Agreement between the European Union and Ukraine, defining the general scheme for participation of our country in Crisis Management operations. The Agreement regulates the legal, organisational and financial issues of Ukraine´s participation in EU-led Crisis Management operations, using military and civil manpower, the procedure of involvement of the Ukrainian contingent and personnel, and the protocol of their system of subordination.
The Agreement implementation agents will be the Ministry of Defence of Ukraine, Ministry of Internal Affairs, Ministry of Emergencies and Protection of Population from the Chornobyl Disaster Aftermath, and Ministry of Finance of Ukraine.
Entry into this Agreement, the People´s Deputies believe, ‘represents, in the strategic context a qualitative move forward of the contractual and legal base of our relations with the European Union in the domain of European security and defence´. In their opinion, the implementation of this Agreement ‘creates the relevant basis for substantiation of the granting of Association status to Ukraine in the new enhanced Ukraine/EC Agreement´.
